Most children live with their birth-families; however, many are cared for, or looked after, through public/ state run agencies. The care of children within non-parenting arrangements is internationally practiced though there is much diversity in these arrangements, and in England children are looked after by local authorities. There are currently more than 75,000 children looked after by English local authorities, which represents a 4 per cent increase from the previous year (Department for Education, 2018).
